• No person shall collect email addresses from an internet website using programs or other technical devices that automatically harvest email addresses without the prior consent of the website operator or administrator.
• No person shall sell or distribute email addresses collected in violation of Paragraph (1).
• No person shall use email addresses, knowing that such addresses are prohibited from being collected, sold, or distributed under Paragraphs (1) and (2), for the purpose of transmitting information.

The following persons shall be subject to a fine not exceeding 10 million won.

• Any person who, in violation of Article 8(4),displays, sells, or offers for sale
• Any person who, in violation of Article 44-7(1)1, distributes, sells, leases, or publicly displays obscene codes, text, sound, images, or videos
• Any person who, in violation of Article 44-7(1)3, repeatedly transmits codes, text, sound, images, or videos that cause fear or anxiety to another person
• Any person who, in violation of Article 50(6), takes technical measures
• Any person who, in violation of Article 50-8, transmits commercial information, or who, in violation of Article 50-2, collects, sells, distributes, or uses email addresses for information transmission
• Any person who, in violation of Article 50-8, transmits commercial information
• Any person who, in violation of Article 53(4), fails to report changes to registration details, or the transfer, acquisition, merger, or inheritance of a business
